09:15 a.m. THE CFO PERSPECTIVE
Speaker: - Chris Carson, GCSB – Chris was the Bureau’s first Finance Manager joining in November 1989 and has held the position of Chief Financial Officer since early 2000. As GCSB’s CFO, Chris is responsible both to the Bureau Director and the Director, Corporate for the financial management of the GCSB and strategic policy oversight of logistics and property services. He also leads the development and maintenance of the Bureau’s risk management and business continuity and is the project manager for the Bureau’s new Head Office accommodation. Chris is a Chartered Accountant (CA) and a member of the New Zealand Institute of Chartered Accountants (NZICA).
In his career, Chris has directed and controlled financial support services for many industries including banking, agriculture, mining, and health.
10:00 a.m. BUSINESS VALUE OF INFORMATION SECURITY
Speaker: - Grant Denis, PWC – Partner Business Assurance and Advisory, Grant re-joined the Wellington office in December 2006. He commenced his career with Coopers and Lybrand in Wellington and the UK, managing and delivering Government and business consulting assignments. He then went onto ECNZ in senior roles within the Generation business and IT Management roles. For the next 8 years he had an Asia wide Partner leadership role in BearingPoint / KPMG. He then ran the Asian operations of a US Software firm in Singapore.
Over the past several years he has been involved in establishing large scale IT programmes, governance structures and the delivery of large scale and significant business and IT change programmes spanning several countries and technologies across Asia Pacific.

11:15 a.m. THE SECURITY BUDGET CYCLE
Speaker: - Blair Schmidt, Ernst & Young – Advisory Partner. Blair has spent the last 15 working within both the private and public sectors managing and delivering significant change initiatives. These initiatives have included; organisational design and business transformation, as well as performance management and cost reduction projects.
Over the past decade, Blair has worked with many organisations to develop and implement robust business cases for change. As part of this process he has helped clients through the challenges of articulating intangible benefits and quantifying risks. The initiatives he has worked on have often included significant IT components, justified on non-financial grounds and supported by qualitative benefits.
Recent client examples included significant seven figure initiatives with NZDF, the Department of Labour, the Ministry of Health and NZ Police.
Catherine Waugh, Ernst & Young - Executive Director, Advisory. Catherine has over 20 years experience in the IT industry in both NZ and the UK. During this time Catherine has held a number of senior roles in IT infrastructure and information security, has been at the forefront of the budgeting process and experienced the challenges of dealing with security funding and resourcing.
More recently, Catherine has been working with private and public sector clients assisting them with identifying and managing Information Security risks and developing sustainable risk remediation strategies.

01:00 p.m. KEYNOTE – LYN PROVOST – Practical Experiences - Working with the CFO and Treasury
Speaker: - Lyn Provost took up the position of Controller and Auditor-General on 5 October 2009.
She joined the Audit Office as an Assistant Auditor in 1978 before a stint in the United Kingdom and South Africa, returning to the Office in 1985 as the Director of Professional Services, before being promoted to Assistant Auditor-General in 1990. Lyn's career has included senior roles within the State Services Commission and Archives New Zealand, before eight years as the Deputy Commissioner of Police (Resource Management).
As Controller and Auditor-General, Lyn's principal functions and duties are set out in the Public Audit Act 2001. In summary, they are to ensure that the office carries out its obligation to conduct audits of public sector bodies, and report to Parliament on the results of the audits; and ensure the efficient, effective, and economical management of the Office of the Auditor-General. Lyn is a fellow of the Institute of Chartered Accountants of New Zealand (ICANZ)

Speaker: - Colin Klenner, EQC - Colin has been in the IT industry for over 25 years in various roles working up from engineer to IT Manager, across vendors, regional councils, government agencies, banking, and exporting companies. As well as providing and leading change across many businesses, Colin is a certified project manager and holds a Masters degree in Information Systems.
Colin was engaged 5 years ago to develop a comprehensive IT strategy and delivery to match the Earthquake Commission Catastrophe Response Program. In that time Colin has lead the transformation of EQC with the implementation of FMIS, Claims Management, Intranet, Website, IT Service-desk, and many other programs of work.

03:00 p.m. PANEL SESSION
Facilitator: - Peter McAuley, IDC - Peter joined IDC New Zealand in November 2008 to manage and develop a refreshed IDC inTEP program, along with other end user products and services. To emphasize a commitment to the ICT industry Peter served on the board of ITANZ (The Information Technology Association), and was elected president for a two year term in 1998. In 2003 Peter was appointed as the Executive Director of InternetNZ and led the organization through the transition to the open domain name registry model. Following his completion of the executive Director assignment, Peter was elected to board, and was made President of InternetNZ for a two year term in 2007. In 2005 Peter was appointed the program manager for the NZ Digital Strategy, and amongst many other projects, launched the Broadband Challenge and Community Partnership funds.
